The recommendations of this report, as I noted yesterday, are devastating. In these recommendations are party separation from the state. So it is confirmed that the party-state and electoral state functions in Albania”.
He said the report recommends reforming the Special SPAK Prosecutor, confirming his idea that SPAK, “is co-author in major electoral crime against Albanians”.
Berisha has added that, “is generally evaluated, or says to be analysed, the diaspora vote, which, as you saw, is nationalised”.

A total of 6 thousand legalized. Imagine these, minimum 3 to 5 votes, rather than buy only with legalisation permits”.
Berisha said he would present data on how the votes were bought, according to him, with certificates of ownership and construction permits.
According to him, this is an example of using the party state, the electoral state to buy votes through the illegal exercise of executive power.
These are just one aspect, other aspects will be presented in the coming days, which have to do with property certificates, which are about construction permits, which are endless. There's been a huge flood and a vast array of building permits, repairs, construction in the village, but also in cities, which will be presented in the days to come”.
