QKRMT official demand local and international mechanisms: Visiting former police officer Arbnor Spahiu, knowing his condition

The Kosovar Centre for the rehabilitation of Torture Survivors (QKRMT) calls on independent monitoring mechanisms, locals and international ones to visit former Officer Arbnor Spahiu, arrested days ago by Serbian authorities, and assess his state of health. The WKMT recalls that former police official Arbnor Spahiu was arrested by the authorities of Serbia in 07.06.2025, at the Horgos border point, while traveling from Germany, on charges of involvement in the “Banka”, despite the fact that he had surrendered from Kosovo Police long ago and lived in Germany.
“Taking into account sensitive political reports between Kosovo and Serbia, The QKMT expresses deep concern over the lack of information about the treatment and current state of former police official. In order to prevent torture, mistreatment or violation of his rights, the KRC has sent official requests to local and international mechanisms to take the necessary actions to closely monitor its”, the report said.
The KRC has applied to the Helsinki Committee in Serbia to take an interest in the case, given the continued co-operation the KRC has had with this organisation even before.
And so, KKMMT has been addressed at official request also to the Subcommittee for Prevention of Torture and Cruel, Unhuman or Degrading Treatment (SPT), international mechanism that monitors countries of freedom deprivation. Fortunately, the SPT is expected to stay in Serbia from June 1521, 2025, which increases opportunities for their delegation to visit even the former official arrested.
The KRCCR hopes these mechanisms will realise the visit, assess its situation and officially report the KRC on the situation of Arbnor Spahiu. /Periscope/
