Putin stressed that Russia is facing budgetary pressures due to increased defence spending, which has spurred inflation.
“Moscow is also ready to hold a new round of peace negotiations with Ukraine”, he said.
They could potentially develop in Istanbul, Turkey, though time and country have not yet agreed.
Putin adds that Russia is ready to return the troops of 3,000 other Ukrainian soldiers.
