Putin threatens Germany: Don't give the “Taurus” Kiev

Kiev Mayor Vitaly Klitschko said the death toll had reached 28, but that a search operation was continuing. Two people were also killed in a separate attack on the southern port city of Odessa.
Residents visited the site of the partially destroyed apartment building, where rescue workers dug through debris amid the noise of heavy machinery. Russia's defence ministry said it had used rockets and threats from air, land and sea to hit “the targets of Ukraine's military-industrial complex” in the Kiev region and the southern province of Zaporizhja.
Meanwhile, Russian President Vladimir Putin has threatened Germany's Chancellor, Friedrich Merz and the supply Berlin has made for Ukraine. The president said Russia does not view Germany as neutral and therefore not as a conflict mediator. Putin again threatened Germany from St. Petersburg with consequences if the German government were to hand over the Taurus Ukrainian missiles.
It's impossible to use Taurus missiles without German officers. Only German officers can activate the Taurus missiles. What does that mean?
