At today's meeting of the Steering Council of the Democratic Party of Kosovo was discussed and this political declaration was adopted reflecting the PDK's official position regarding the latest political and state developments in the country. The Democratic Party of Kosovo reaffirms its identity and mission as a statehood and statehood, which with high institutional and national devotion always acts in the service of public interest and citizens of the Republic of Kosovo, especially in the most challenging moments for the country, such as we are currently going through.

The Democratic Party of Kosovo remains committed to being:

• Public stability,
• A picture of the future, and
• A powerful voice of any citizen who requires development, dignity and a prosperous state.

1. Rating for February 9th Elections

The PDK expresses deep gratitude to Kosovo citizens for the strong trust and support in the February 9th general elections. At the same time, he thanks with extraordinary respect every activist, structure, official, candidate for deputy and candidate for prime minister, Bedri Hamza, for the commitment and commitment shown. The result reached, about 200 thousand votes, represents a significant electoral increase. This strong trust by citizens is clear evidence that we are on the right path to political growth and empowerment, and it obliges us to move forward decisively, committed and responsible towards our mission to build a developed, democratic and just state.

The PDK has been, is and is working to remain the main political force in the country, with new energy and a clear vision of the future.

2. Current political situation and institutional blockades

Unfortunately, the victory of democracy that Kosovo citizens realised on February 9th is being derailed in the next 100 days by the deliberate blockade and the full lack of political responsibility from the coalition that came first in the election. The PDK expresses deep concern for the current situation and unwarranted delays in establishing institutions. This institutional blockade has created political, social uncertainty and is seriously damaging civic and state interest. As an official party, The PDK has again acted constructively and responsibly to contribute to unlocking this situation, through concrete steps like:

• Proposal to change the candidate for Speaker of the Parliament,
• Meetings with all relevans, in the function of the Assembly Constitution,
• Proposal for calling a consultative meeting by the president of the Republic with the main Albanian parties, which was held on May 15th, in the function of the Parliament's institution.

The PDK calls once again for immediate reflection and for fulfilling institutional responsibilities, especially the first-ever coalition. The constitution and transition to constitutional terms for the formation of the new government is urgent.

3. New Government and State Priorities

At this important moment for the country, The PDK emphasises the urgent need for a functional government, offering real solutions to the challenges Kosovo citizens and state are facing specifically with the energy sector. The PDK, counting on the party that came first in the elections as responsible for misgovernance and state stagnation, re-edit again that the most optimistic solution in this period would be the formation of a government from parties that were in opposition by February 9th, a government of responsibility, professionalism, will for co-operation and clear ideas. This government, among other things, would make a government emergency agenda with priorities:

• Economic recovery and improving citizens' welfare,
• Strengthening security, defence and infrastructure development,
• Close co-operation with strategic allies, the removal of punitive measures and the country's Euro-Atlantic integration.

4. Preparations for Local Elections

As 2021 local elections winner, the Democratic Party of Kosovo enters the new electoral cycle with the aim of preserving and further increasing its election outcome at the municipal level. To that end, the Steering Council of the Democratic Party of Kosovo immediately mandates the party's mayor and chairmanship to take all necessary steps to prepare organisational structures for local elections.

The PDK will commit to identifying and selecting the most prepared candidates and representatives for mayors, in full compliance with the party, legal and constitutional criteria. These candidates will be bearers of our vision of local development, good governance and quality service to citizens, values which have been proven over the past four years.

The PDK's strategic objectives in this process are:
• Reconfirmation of confidence in municipalities currently governed by PDK,
• Victory in other municipalities, through a new political offer and vision.

5. Developments in Specialised Chambers in The Hague

The PDK expresses deep concern over the recent decision by Specialised Chambers in The Hague, which rejected Kadri Veselini's freedom protection request, Jakup Krasniqi and Rexhep Selimi, despite the prosecution's completion of evidence and witness submissions since April. This decision constitutes an open violation of fundamental human rights, guaranteed by the Constitution of Kosovo and the European Convention on Human Rights.

Keeping them together with former President Hashim Thaci in custody for more than four and a half years without a final decision, not only conflicts with fundamental principles of law, but constitutes an unfair and arbitrary treatment that should not be tolerated in any court with democratic standards. This practice not only violates the individual dignity and rights of the accused, but undermines trust in international justice and raises serious questions about the motives and approach of this institution.

At this stage of the process, freedom should be viewed, not as a privilege, but as a fundamental right. The PDK calls on specialised rooms to review their approach and act in line with Kosovo legislation, international law, with the principles of justice and equality, and not be guided by political perceptions or historical prejudices.
