Morina played a crucial role in the process of selecting Maloku's company for taking advantage of the animal support factory.
The director of the Administration Directorate in the Food and Veterina Agency (AUV) was part of the tender assessment commission in the case of the handover process, which the Special Prosecutor is investigating.
The assessment of Shkelzen Morina and four other members of the Tender Accounting Commission paved the way for signing the contract to be used in the factory, in a suspicious process for a series of legal violations.

After receiving approval from the tender commission, the Agriculture Ministry Procurement Office selected the company “for contract. LEP KS & IT” The KPS, whose co-acre is Naser Maloku, the businessman who turns out to be close to the member of the tender assessment commission, Shkelzen Morina.
The contract between the Ministry of Agriculture and “LEP KS & IT” The KPS was signed on January 10th this year.
By contract, company “Sh.P.K. has been granted the plant's operating rights for 20 years, accounting for 2024 to 2044, with the possibility of continuing.
The company is obliged to pay a rent of 30,000 euros within the year, which is worth two thousand and 500 euros per month, the contract documentation shows. Article 4 of the contract also envisions the company's subvention for each collected and processed kilogram.
Who's Shkelzen Morina?
Before exercising the function of director of the AUV Administration Directorate, Shkelzen Morina had exercised several functions in civil service.
Since the leadership of the Ministry of Infrastructure by Fatmir Limaj, Morina served in the civil service of this government dictatorship for about ten years. For a time during this period, he held the position of the tax director. He was responsible for the real estate drilling.
In 2020, he was transferred from the Ministry of Infrastructure to the Ministry of Foreign Affairs to be appointed directly as the task manager of the MPJ secretary-general.
During the Kurti II government, Morina was transferred to another state administration position. This time he moved on to AUV.
