The Ministry of Agriculture has undertaken to pay the rent for another four months for space, exploited by the Agriculture Development Agency, though officials from this agency have moved to the facility, where the AAK was formerly located.
The AZHB did not cut the contract, even though it was aware it would shift to state objects. From 2019 until now, the AZB's MBPHR spent nearly 4m euros on rent.
By April, officials of the Agency for Agriculture Development have moved to the facility, where the Alliance for the Future of Kosovo was formerly. But, the Agriculture Ministry will continue to pay between 27 thousand and 300 euros in monthly rent until August 31st for offices, which were previously exploited by officials from this agency in “Greed”, reports Time.net.
The AZHB did not cut off the space contract, which it used, even if it could do so by warning 180 days.
Based on the annexes signed 14 April this year, provided by KOHA, the MBPZHR has taken over obligations and responsibilities, according to the basic contract, where in August 2023 the firms were dumped by former AZHB executive director Venera Cerkini, and the company “A2 Group<18x1>.
According to this annex, also signed by Venera Cerkini, but now in the position of secretary general, the ministry will use this space from May 1st to August 31st, thus paying nearly 110 thousand euros.
<x0) No.5352 of the date 318.2023, for depletion of the total area of 1,560 m2, included in floors V. II, VIII and IX at the gross price of 17.50 m2, respectively 15,600 m2x17,50 euros + 27,300 euros”, said in annexs-constracts.
The AZHB, meanwhile, was aware that the renovation of the facility, where the AAK was located, was preempted to end at the end of last year, did not take advantage of the option of breaking the contract.
And from the Ministry of Agriculture, they said that the ban on the contract from the AZHB was not timely because the object was not operational until the end of 2024, as envisioned.
To ensure the following in the delivery of services and normal functioning of AZHB, it is estimated that there would be unnecessary financial and administrative consequences, If contracts were to be cut without room for relocation. After extensive efforts were achieved for AZHB officials to move to the facility at Ulpiana) and immediately have taken the necessary recogniser steps with the tenant”, the ministry's response reported.
But the renovation of the two floors of the object at “Ulpiana”, which was made by the MBPZHR, was completed late last year. The works were carried out before December 23rd, while technical accession was made on January 15th this year.
The section, which for many years has been exploited by the AAK, has been ready before the new year and that there were originally located two departments of the Ministry, which, after the shift of the AZHB, are back in space, where it is now exploited by the Ministry.
Asked on what legal basis these obligations have been taken, this dictatorship has said that such a thing does not require specific provisions, since the Agency is an organ under the ministry and as such operates within its budget.
But, the AZHB under the Law for Budgetist Divisions, has its own budget, and procurement procedures develop it itself.
The Ministry of Agriculture and AZHB, since September 2019, have paid about 4m euros for renting 6 floors into the “building, Remis Sadiku” in “Greed”.
The first contract between the Ministry and the “A2 Group) was signed in September 2019, valid until August 31, 2022, and leased 28 thousand and 80 euros a month, or over 1m euros in total.
The contract was under way in August 2022, with a change in prices, bringing it down to 27 thousand and 300 euros a month and on a one-year basis. A new contract was later linked in 2023 to two years, specifically until August 2025. For these three years, 992,800 euros were spent.
About 2m euros were spent on the use of three floors of the same object from the ZZB.
In addition, 370 thousand euros have been paid from the state budget for the renovation of both floors of the facility, where the AAK was, to accommodate AZHB officials.
In addition, another 280 thousand euros have been paid by the Ministry for drafting the architectural idea project for the new MBPHR building. /Periscope/
