Many are heading north by the Caspian Sea, which is more rural and isolated. But residents told CNN that roads are so blocked that it's hard to move.
One family who did not want to be identified decided to leave Tehran with their two young children and their elderly parents. They are concerned that the government has sheltered officials and military leaders within the dense high-class neighbourhoods, putting civilians at risk.
