Ombudsman: Blockada in the Assembly May Continue Even After Constitutional Decision

Ombudsman Naim Qeyaj said the institutional stalemate in the country could continue even after a Constitutional Court decision, if political parties fail to agree on forming institutions. He estimated that resolving the crisis lies, not in the judicial way, but in the political responsibility of subjects that are part of the Assembly.
I think the solution is in the political will of these political subjects that today are part of the Assembly. I do not consider the problem or the solution to the judicial course, because of course the court should decide in one circumstance or another, but this blockade could continue even after a Constitutional Court ruling in this case”, said Celaj.
He stressed that the lack of functional institutions is seriously damaging public interest and citizens' trust in the democratic system.
So my call is to find understanding, agree and find solutions by providing this issue, whether with the institution's constitutionalisation or other solutions, but not to leave this status quo, because from this, besides losing citizenship, the institutions themselves lose their public confidence in these institutions”, he added.
Celaj warned that the current institutional vacuum is not only a political crisis, but also a direct violation of citizens' rights and freedoms.
This situation besides institutional vacuum also directly affects human rights and freedoms, because it affects all aspects of daily life even in relation to the lack of law enforcement, the adoption of new laws and in relation to taking appropriate measures to be able to cope with situations that we are currently facing”, he said.
Meanwhile, according to him, the failure of post-election institutions has left the interests of citizens in the second plan.
We don't actually have new initiatives, we don't take concrete measures to help citizens in need. Many important aspects missing that make the lives of the citizens of” difficult, Celay said.
According to him, the right to political representation has also been violated by continuing the blockade.
“Contain also the constitutional right of citizens to choose institutions through voting and express political will and representation in these institutions, of course given the whole purpose of advancing, status of citizenship, prosperity and improvement of the situation in general”, he told EO, Periscope.
