She had served in the State House for 20 years and led the room as its mayor from 2019 to 2025.
In 2020, she became a lawyer for police reform after the assassination of George Floyd, successfully helping to pass a state ban on police forced custody that caused Floyd's death by Minneapolis police, the BBC reports.
When the Republicans won room seats in the November 2024 elections, Hortman led a boycott of the legislative session beginning in January.
Republicans maintained close control of the room until an extraordinary election in March filled a traditional democratic country, resulting in a power-sharing agreement in which Hortman was a key player.
Hortman joined the republics as the only Democrat voter in support of a provision that prevented adult migrants without documents from entering the low-income health insurance system.
Hortman defended her vote as part of a broader compromise to adopt a budget in the narrowly divided chamber.
