Whoever has not yet realized that we are dealing with a Leninist revolutionary, not a liberal-democratic leader who aims to work within the existing order, has been sleeping the last 20 years in a cave.
Someone who would be interested in government so far would find a consensus formula for the next four years by respecting the civic will that put it first but did not give it a majority. But not even the Leninist revolutionary. Having lost the popular majority, and since the percentage from now on will only decrease and dictate even greater compromises, its only way to rule is to take over state institutions and enforce will through them.
The first mandate was a <x0 test” where abuse with independent institutions in office was clearly seen. But it encountered resistance from the media, the opposition, civil society and, more importantly, courts as constitutionals that overturned the constitutional laws. Passing legal and constitutional norms, Kurti applied it most occasionally to the treatment of Serbs (I'm saying some cases, not always) because it easily finds popular support even to violate the two-legged law.
But now to secure the dictatorship on Albanians and on key independent institutions, courts, intelligence, etc., Kurti needs an obedient president and a notary of the law order's secession project. He needs more municipalities because with municipalities in other hands, it's not enough to control (so even this zeal with the price of electricity, anyway within the law! )
How could I possibly create a situation where some more municipalities are won, and after the end of Osman's term, the prime minister in office and the president in office (the mayor of the assembly) are both VVs? Kurt is not interested and expects even months to this point from the prime minister's convenience to flagrant violation of a law adopted by him that forces him to resign. Then, without effective parliament, this double of taskeers would behave like those mayors in the north who are making decisions anyway legal, but not even legislation, with 1% of the vote.
Like that saying of the Persian president Benavides: “for my friends, everything! And for enemies, the law!” And so through the law until his collapse into the Third Republic.
