The constitutional hearing is especially regulated, with the Constitution and the Rules of the Parliament, and as such it has a solemn character, and follows a agenda that does not submit to the usual parliamentary procedures (Pic 157 of the Act).
While setting the Parliament's Work, Article 8, paragraph 4, stipulates that the legislature's constitutional collection agenda contains:
4.1. The formation of the Commission for Quorum and Mandat Verification;
4.2. Vow of deputies;
4.3. The election of the Speaker of the Parliament, and
4.4. The Assembly Vice Presidents election.
So it's clear, where there's a commission, and it emphasizes the “Commission's publication..”, while in the choice part of the mayor and vice president, it doesn't stress this, it's just choosing.
Likewise, the practice as well as the fact that no such form has been established on April 8, when the agenda is prepared, according to Article 8, paragraph 2, of the Order, is bad reading and misunderstanding, the fact that the constitutional session and the agenda differs from the usual sessions.
The legal letter requires accurate reading and interpretation beyond the wishes of deliberate misinterpretations!
