State in Pause: No central power, no functioning local power! ?
We are now entering the preparation phase of local elections. Some political subjects and party leaders have oriented their commitment towards 12 October, in those municipalities where they think they can win or retain power.
From today until the end of the year, many municipalities will have non-functional municipalities and mayors who will not be focused on their duties, but on pre-fields and election campaigns. This isn't some big innovation. It happens in almost every election cycle, but what makes it special this time is the fact that we'll be facing an institutional vacuum at all levels.
So far we don't have a constitutional assembly, nor a functioning government at the central level. And now, with access to the local election cycle, even local power is being introduced into a pause. Let's see if something can change in this situation, but for the first time, Kosovo is going into a situation where no political institution at the central level or at the local level is in full operation.
