In this regard, Periscope, former Kosovo Prime Minister Isa Mustafa, has spoken of the crisis in the Parliament as blockade by irresponsibly.

Mustafa has declared that the Constitutional Act is clear, however, he says he is being interpreted by malicious people.

“It is not up to me to determine the responsibility for who is blocking Kosovo in consisting of institutions. For it is evident to men of understanding. Independence is not an investment, or is at least an investment, of current blockers, so they also block without any feeling or responsibility”.

He blames Vetevendosje for failing to interest the Parliament's institution.

But even if that happens, Mustafa has said neither side has the votes to govern.

The Constitutional Court's bias is clear, but in each text there is room for malicious subjective interpretation, as it is now being done by various dilemmas. Clearly, the first party is not interested in constitutionalising the Parliament. But even if there is neither a willing position, nor a opposition has a vote to govern”, he has said of Periscope.

And for that he suggests that parties find solutions to new elections.

The “parties should find a solution to go to new elections, however not together with local ones. Modelite has other countries, through a transitional government with the set term”, he has said of Periscope.

Former Kosovo Prime Minister Isa Mustafa has said that when it was part of the policymaking they agreed with each other, but have found ways to resolve.

We didn't agree with each other in the past. But we talked, we talked, we sat in offices, in restaurants, at home and we talked without loads. We haven't talked about surrendering, just like some are preaching today, but to find solutions”, Mustafa said about Periscope.

 

What does the Constitutional Court say?

In the trial, the Constitution said the MP's mandate and that of the Parliament is interconnected and the representation of the people by MPs cannot be lived without the constitution.

For the Constitution of the Parliament, in the indictment it was said that all MPs should vote.

“The election of the chairman/s and deputy heads of the Parliament is a prerequisite for the Parliament to start functioning, and this requires all MPs to be present and vote for the constitution's framework, so that the latter can start as soon as possible as the body of lawmakers, decision-makers”, the decision was said.

The court recalled that the winning party -- in this case, the Vetevendosje Movement -- has the right to propose a candidate for chief parliament. However, the Constitution said this right simultaneously is the obligation for the largest parliamentary group for “trust co-operation and constructive consultation with other parliamentary groups to find the necessary consensus or compromise”.

This right in no way could result in the blocking of the constitution “constitutionalisation, it was said in the indictment, adding that this obligation “is also spent on other parliamentary groups, which in the spirit of co-operation and constructive consultations propose candidates for the deputy head of the Parliament”.

The Constitutional Court said it is the duty and right of all Parliament deputies to find the way to elect the Speaker and Vice President of the Parliament.

Otherwise this crisis comes as no party gained the majority to govern alone and there is a lack of political agreement between them to create a common majority.

The Vetevendosje movement came first, winning 48 seats -- 13 less than the 61 needed to form the only new government. The PDK took second place with 24 seats, LDK third with 20, AAK-Nisma 8 and Serbian List 9. /Periscopi/
