IKD's Jakaj: The country will face deep crisis if the Parliament does not constitutionalise within 30 days' deadline

Naim Jakaj from the IKD has commented on the situation blocked in the Kosovo Assembly, warning of a serious institutional crisis if the Assembly is not constitutionalised within the deadline set by the Constitutional Court. He for the Blic newspaper has stressed that citizens expect their representatives to fulfil their four-year mandate and work for [...] interest.
He for the Blic newspaper has stressed that citizens expect their representatives to fulfil their four-year mandate and work for general interest.
When citizens vote in new elections, they expect that the representatives they have chosen will fulfil the four-year mandate and work for general interest. MPs, as representatives of the people, are obliged to exercise their position in accordance with the Constitution, the laws and regulations of the Parliament, and, above all, in the best interest of the Republic of Kosovo”, Jakaj said.
According to Jakaj, if the Assembly fails to be constitutionalised within the 30-day deadline by the certificate of results, the country will face a deep crisis.
He added that this situation would bring about a dangerous blockade, which has no legal opportunity to resolve.
The court has made it clear that, in the absence of a constitutional framework, there can be no new elections or other institutional actions. In simple words: the state gets stuck, and there is no legal way out of this” blockade, Jakaj said.
He also stressed that failed efforts at the constitutionalisation of the Assembly are the result of lack of political will and efforts to boycott the Parliament's work.
According to him, it is a sign of a serious lack of responsibility towards citizens.
“Deputes are not chosen to boycott the job, but to start it. Therefore, any procrastination is bad for public trust and democratic functioning”, he said.
In the end, Jakaj stressed that disrespecting the Constitutional Court's decisions could lead to transition from democratic rule to institutional chaos.
“Disrespecting the Constitutional Court's decisions is a serious sign of risking the functioning of the state. In the case of not complying with this decision we will shift from democratic rule to institutional chaos. Therefore, it is urgent that all political subjects, especially the largest political party, act immediately to constitutionalise the Parliament, because any delay and further damage citizens' trust and jeopardise the country's constitutional stability”, Jakaj concluded. /Periscope/
