Hykmete Bajrami: Now five years without a review of Albin's budget with the cabinet, they have left no heritage project

Democratic League of Kosovo MP (LDK), Hykmete Bajrami in an interview for Periscope, has accused the government in office of committing continued constitutional violations. “It's an extremely serious situation in which the country is going through, as you said four months after the elections we still don't have the [...] decision.

Bajrami says Kurti and his cabinet have taken government offices hostage, follows Periscope.
“Albin and his former cabinet have taken government offices hostage and this is costing citizens of the country on a daily basis. Just look at the energy sector and we can imagine what's going on with the chaotic state of power supply of about half of Kosovo's” economy, she said.
She also spoke of re-launching the budget, expected to take place in June.
Bajrami declares Periscope that the budget for coming to power has not been revised.
“While in terms of budget review, let me remind you that the Kurti Government, even when there were full mandates over four years, has never reviewed the budget, and even when the review took place, it was just some technical adjustment. But Kosovo is entering the fifth year without review. Now the greatest damage to Kosovo is not due to the lack of budget revision, but from people who have taken the offices hostage and have no legitimacy without being voted in the Assembly to make any decisions of importance”, the MP told Periscope.
MP says Kurti 2 government has left no project to be their legacy.
She emphasises there are major deadlocks in realising projects.

Periscope has asked the former minister, once elected MP, Hykmete Bajrami for projects that are endangered from being realised.
She mentioned some of them.
However, Bajrami also added that this government has made selection of municipalities by sharing more tools for those guided.
It is now evident that Kurti 2 Government has blocked municipalities. There were times when months and years were blocked by their own revenues. It is known as the government that has made the most political distribution of the budget, separating projects from the MMPHI over 2 million for the addition led by LVV and only 200 thousand for Pec, which is led by LDK. The municipalities have not been helped in any case, and there are many projects that have not been implemented as a result of the government's non-professional approach”.
There are many projects now that have not been implemented, of vital importance, but I'm mentioning two suchs: to this day there are villages in the Dragas municipality that have no access to drinking water, and the Government has not accepted the demand of this municipality, nor of the Parliament's deputies to share the budget for such a project. Then we have the regional waste depot in Pec, where the waste of 5 municipalities is dumped. Despite the fact that the Pec Community had allocated 3m euros, the EU's 6m euros, the government did not share the budget. Then, even because of EU punitive measures, this project never took place. This warehouse has already been turned into a natural disaster and not only the consequences of which the inhabitants of that area are paying heavily for”, she told Periscope.
The budget cannot be revised until the Assembly is still under way, says MP Bajrami.
The one about Periscope has said that neither can the government itself change it.
“Budget is the law that is voted in the Parliament and the change and fulfillment of this law, as well as other laws, is done only through the Parliament. Furthermore, even those who have taken government offices hostage have no legal right to change the” budget, she said among other things.
Hykmete Bajrami has said that for the past five years, the incumbent government has extremely low investments.
“As far as the law is concerned, budget review is not a legal imperative, but it is a good managerial practice that increases the efficiency and effectiveness of public money. When projects are not realised or priorities change, the budget needs to be adjusted. In the absence of revision, but also because of the cadre for five years we have extremely low realisation of investments and we have no major public project that Kurti I and II have left to this country”, she said of Periscope.
Meanwhile, the LDK, Bajrami, says it has provided concrete solutions only to get out of trouble.
“The LDK has delivered criminal speculation to 17 members of the government in office because of exercising competencies beyond the mandate. We are in the process of completing the documentation requested by the Special Prosecutor. Moreover, we have proposed concrete solutions to get out of the institutional stalemate where LV has introduced the country”, Deputy Bajrami said at the end of Periscope.
The budget for 2025 was adopted in principle on November 11th. The budget for 2025 is meant to be 3.6 billion euros.
