It is believed that they are immigrants who had tried to reach the Spanish coastline through a dangerous passage from Algeria, a journey that has claimed thousands of lives, reports DailyMail.
Other troops have been on beaches, but these have been handcuffed, making police believe they were killed for some unknown reason.
Police have opened an investigation to clarify the circumstances of death.
The discovery of these troops occurred during the past month, although police have been airtight in the case.
A few days later, another body appeared under similar circumstances, also in the waters of Forura. And these events have been repeated several times over the past few weeks.
