Handikos in a media communiqué on Monday has expressed deep concern over delays in distributing assistance equipment, even though they say the process is based on concrete institutional decisions and budgets shared by the Government of the Republic of Kosovo.
For years, HANDICOS, in collaboration with the Ministry of Health, has worked on drafting and adopting Administrative Guide (QRK) no. 112022, which determines the list and type of assistance equipment that will be offered free for disabled persons. This sublegal act is based on the Law on the Status and Rights of Preplegic and Tavplegic Persons, aiming to improve the quality of life for persons with disabilities through delivery of equipment for movement, prevention and assistance”, it says. Handikos has added that approval of this instruction has preceded the announcement of 2022 as the Year of Persons with Limited Skills in the Republic of Kosovo. Under this dedication, the organisation adds, the government had allocated 6.4m euros for assistance supplies, with planning for this investment to be carried out within two years. For implementation of this process is the Kosovo Hospital and University Clinic (SHSKUK) responsible for implementing the process, which has signed contracts for supply of equipment, of which a large number are already located in the warehouses of the SHSKUK clinics.
However, it has been nearly a year since the arrival of these devices, and they have not yet been distributed to beneficiaries. As HANDICOS, from the beginning we have been monitoring the process and from time to time we have requested official information and clarification about the delays being made, but until now no concrete response has been given to us”, said further in response.
Handikos estimates that especially disturbing is the fact that some of these devices have limited use limits, and there is a danger that they will become damaged or useless if they are not distributed on time. According to them, this situation not only constitutes a loss of public investment but also further exacerbates the condition of disabled people who have the necessary equipment for independent involvement and functioning in everyday life. /Periscope/
