Agriculture Minister Faton Peci could be considered the most successful power official for the comfort of activists in public institutions. Despite the controversy, it claims it does not recognise ruling party officials, in practice it has accommodated many of them by spending the taxpayers' budget on behalf of party members.

To win 36-month contracts at state institutions members of Vetevendosje and Guxo, Minister Peci has been cared for through a public tender, which he has appointed “Consumer services through deals special services for the needs of AZHB (control)”.
