While Kosovo citizens living in the world for general elections were able to vote even in diplomatic representation, this will not happen for the 12 October local elections. The exile could become part of the vote for mayoral elections and municipal congregations only by mail.
Details have explained to Central Election Commission spokesman Valmir Elezi.
“Rises in this election process, which comes from changing the General Election Law from electoral reform, has to do with organisational aspects. One is organising the vote outside Kosovo. So, in this election process for local elections, under the Law for General Elections, there will be a vote only through mail, there will be no vote on diplomatic representation, because this law clearly specifys that this way of voting is not applied in the local elections. There will be only postal voting, and for this the CEC will open mailboxes in various states”, Elezi indicated in RTK.
The other innovation, according to him, is that unlike the February 9th elections, when voters have downloaded the ballot from the CEC's official site, in these elections each voter outside Kosovo must wait to get the package with ballot papers from the CEC.
And the cost will be covered by the CEC itself, as it is thus placed in the Election Order for the vote outside Kosovo. Of course, it will have a cost and depends on the number of Kosovo citizens who will register to vote outside Kosovo, and on that, we will know how much it will cost”, the CEC spokesman said.
Elez indicated that voters outside Kosovo would only cover the cost of sending packages to the CEC mailbox, which would be minimal.
On the other hand, it revealed that the period of voter registration outside Kosovo will begin on 23 July and last until 29 August.
Elez explained voters and the way they vote in the local election process.
He said voting in municipal and municipal elections is independent. So one voter for mayoral elections could vote for the candidate of a certain political subject, and in the municipal assembly elections choose another political subject”.
Unlike general elections, when voters have been able to vote ten names of candidates for MPs, only one can vote for municipal assembly.
The “Voter should vote only on a political subject and only one member for the Municipal Assembly. The municipal Assembly elections differ from those for the Kosovo Assembly. Votes in the Kosovo Assembly elections have been up to 10, and for the Communist Voter the voter can vote for only one candidate”, he indicated.
He said political subjects have deadlines to submit lists from 26 June to 13 August, and each of the names will be passed on to the filter of relevant institutions prior to the certificate./Periscopi/
