This is an elementary legal misunderstanding, as the vote in the Assembly is not protected with constitutional secrecy, but is part of regular parliamentary procedures, often open and documented.
The law he cites applies to citizens' votes in general elections, not to MPs voting in a constitutional institution.
This is a classic case of a political representative quoting the law for propaganda, not for justice. And worse, it gives itself the right to do criminal interpretation without any judicial logic.
