The Civil Registering Agency has decided on the temporary suspension of the move that could not register vehicles due to unpaid fines, following reactions from the business community.
This decision has been disclosed during a meeting between Kosovo Chamber of Commerce and Industry officials (DHTIK) and representatives of the Civil Recording Agency, the Kosovo Police and the Information Society Agency.
As indicated in the DHTIK announcement, at this meeting it has been discussed about the problems this room says are facing businesses and especially those of rented cars, lysing, taxis, carriers, who, according to the DHTIK, are being unable to register vehicles, due to unpaid fines.
The board's “Aboarder, Aida Selimi Shabani, has expressed concern about the DHTIK and its businesses, placing emphasis on the damage that is being caused to businesses by the application of a design (Nini 89, paragraph 4 of Law No. 08/ L-186 for Road Traffic Rules, which conditioned registration with the payment of fines by blocking their fleets, as well as forcing them to pay all fines at once by putting them in a difficult financial situation without access to”, the report says.
Selimi Shabani has added that this condition violates the fundamental rights of physical/juridical persons such as property rights, and as a measure it is unproportional, also indirectly encouraging the number of unregistered vehicles that circulate in traffic.
The decision on the temporary suspension will be valid until the issue is resolved. /Periscopi
