In a development that is shaking the foundations of institutional self-government in the Presevo Valley, Belgrade of President Aleksandar Vuciq has directly intervened in the democratic process of an Albanian school, appointing a temporary Council and bypassing the obvious will of parents and educators.
School started “Prof. Ibrahim Keljmendi” ) The largest Albanian education institution in Serbia is located at the expense of a clash between the local Albanian community and central Serbian authorities, following the intervention of the Ministry of Education that refused to recognise the results of the internal elections for the Council of School, establishing a temporary structure with strong political influence.
nominated director proposed by the interim council
On June 26th, the interim school council, led by Ali Hajrullahu, announced that it has submitted to the Ministry of Education the nomination proposal for Mr. Bardhil Bajrami, professor of English language, as task manager of the school. This movement comes after weeks of tension, in which the community's demand for fair and democratic representation is systematically ignored by central authorities.
According to the interim Council, the proposed candidate meets the legal conditions, but the main issue remains the legitimacy of the council itself, which does not represent the results of the elections held earlier this year by the school and the Parents' Council.
Ignored regular election process
Early this year, after the previous mandate of the Council of School, Teachers and Parents completed a regular election process, in accordance with the law. From this process, the majority winner resulted:
Jazzir Miftari (82 votes)
Teuta Limani (80 votes)
Merita Latifi (79 votes)
The Parents ' Council also selected:
Srdjan Abdiu (40 votes)
Bektash (39 votes)
Africa Abdullah (38 votes)
These candidates were submitted as the new community representatives, but the Ministry of Education in Belgrade refused to accept, calling on the Article for intervention in cases when the Municipal Assembly does not appoint new compositions in time.
Temporary Council with close political names
State Secretary Vesna Nedeljkovic's decision, which holds the official Belgrade firm, has placed on the new Council persons who have either been lost to the polls, or were not even candidates, including:
Hasan Hasan, Arania Dalipi, Shanip Mehmeti, Besa Shaipi, Fitim Nuhiu, Fajrije Sabdini, Armend Beqiri, Ali Hajrullahu, and Adrian Aliu.
Local sources have raised concerns that political and family-based deputy mayor Ragmi Mustafa is among those appointed.
Hard reaction from the community
Teachers and parents have expressed deep concern about this decision, calling it a flagrant violation of Albanian education's autonomy in the Valley and an open contempt for the will of the majority. A teacher for A1 Info stated:
“It is incredible how local political representatives criticise the Serbian state day and night, but in fact they are the biggest beneficiaries of its favour, violating the will of the community they say represent. ”
Purposeful Political Disfellowshipping
Representatives of none of the main Albanian parties, such as SDA, Movement for Reforma, or Alternative for Change, are included in the new composition, which is considered political selection and efforts to capture educational institutions by a certain political group.
A Dangerous Example
This case is not simply an internal issue of a school é is a disturbing precedent for all Albanian-language education in Serbia. For the first time, a regular election process, with broad participation, has been erased from a political decision coming from Vucinqi's Belgrade with the hand of local collaborators.
At a time when authorities in Belgrade claim to respect minority rights, intervention in the Presevo case proves otherwise -- a model of institutional exclusion, political instrumentisation and control over Albanian educational institutions. /Center. Info/ Periscope.
