The MKRS and the Inspectorate for Cultural Heritage estimated that the municipality has started works without formal permission from the Kosovo Institute for Protection of Monuments (IKMM), in a section included in the Historical Centre .
For this reason, the Inspectorate imposed ban on works on March 12th 2025 and imposed signs of ban on the ground, with the presence of municipal officials
However, the municipality stressed that the project respects the urban plan and does not undermine cultural protections.
They appeared that the IKMM operated on “double Standards” and accused the ministry of “political affection” and of trying to block urban transformation, on the other hand the ministry called the action “clear legal violation” and warned the consequences, including possible financial damage to the state budget
The municipality resumed operations on April 28th 2025, claiming it has permission from the Urban Directorate and that the works are within legal limits, the same were again interrupted by the ministry to resume the following day. /Periscopi
