The Constitutional Court's response to the AAK Parliamentary Group's request for the assessment of constitutionality, for the proposal of the Commission's formation of the secret vote, regarding the election of the chief parliament, could be delayed until the second week of July, according to developments in the Parliament, reports Time.net.
In the meantime, the number of failures for the constitution has reached 24 plenary meetings, exactly a month and a half from the start of a single session that is watching the end.
According to Volnet Bugakku, a researcher at the Kosovo Democratic Institute, the Constitutional Court can use the entire legal deadline to make the decision, which is seen as key to institutional unblocking.
This delay, in forming new institutions, is also delivered at cost.
Naim Jakaj, a researcher at the Institute for Justice, says the damage to the state goes to two plains -- the foreign one -- where Kosovo loses millions of euros in grants and soft loans, but also in the domestic aspect.
“As far as the internal level is concerned, the consequences are identified in issues related to reform in justice, reforms in pension and social schemes, fiscal reforms and other government issues”, Jakaj has assessed.
According to Yackaj, even in case of the institution, the assembly goes off in late July.
He has stressed that from the practice so far, MPs have greater enthusiasm to go on vacation than to work.
On July 31st, even if it's held up, the Parliament goes on vacation, except it's decided otherwise because of issues that it's in a hurry not to go on vacation. But the rule is to go on vacation on July 31st, and imagine the situation when the Kosovo Assembly, which has not been constitutionalised since April 15th, goes on vacation immediately on July 31st. The next attempt on the constitution's constitutionalisation is expected to be held on Monday, and so far, at least publicly, has not been granted any indicacies for changes of position by parliamentary parties. /Periscope/
