Early parliamentary elections are being cited as opportunities to break up the institutional blockade in Kosovo, but not all believe they would bring any major change in the political forces report.

Regular parliamentary elections in Kosovo were held on February 9th.

Tens of attempts to convert the Assembly did not produce any results.

Albulen Haxhiu from the Vetevendosje Movement, which is failing to secure votes to be elected chief parliament, suggested holding extraordinary parliamentary elections, along with local ones later this year.

Albert Krasniqi, from the non-governmental organisation Democracy Plus (D+), estimates the elections may be the only way out, if there is no compromise on the constitution.

However, he does not expect them to bring major changes to representation of parties in the Assembly.

“In the number term could have movement, which political parties could strengthen or weaken, but, of course, there can be no major changes for such a short time”, Krasniqi says of Radio Free Europe.

Opposition Doubts About the Effect of New Elections

If for the Vetevendosje Movement which came first in the February 9th elections, but not with enough votes to form the new government alone are solutions, for most of the opposition, they will not change the situation substantially.

Democratic Party of Kosovo MP Abelard Tahiri says that if the new elections are held, they should not be held together with the locals.

“... why should the local election deadline, which comes somewhere in mid-October? We have to go a lot earlier”, Tahiri says.

For the Democratic League of Kosovo, the new elections would not solve anything.

The MP and deputy leader of this party, Lutfi Haziri, tells Radio Free Europe that they would just be a “repeat of the February 9th” elections, in terms of results coming out of them.

For LDK, elections are now unacceptable. I don't believe they can solve anything except they can improve the vocabulary of the first party [can] The LVV's], because in the [past] election process, there has been negative campaign, denigrative vocabulary, which has become a problem”, Haziri says.

He adds that even if Vetevendosje improves vocabulary towards other parties, it would probably not change the LDK's stance on co-operation with it.

But he does not rule out the possibility of future cooperation if circumstances, as expressed, become more favorable.

The dictionary, which has been used, should not be used anymore, says Beke Berisha, deputy of the Alliance for the Future of Kosovo, stressing that this is essential to overcome the political crisis that is pushing towards early elections.

“ [the elections] would not change anything [in the party outcome]. But the best thing would be if we understood all political parties and political party actors should stop the hostility... We have left no room to sit down, nor to talk”, Berisha says of Radio Free Europe.

Even during the campaign for the February 9th elections, even after, deignive languages have been used by some political representatives, including incumbent Kosovo Prime Minister and Vetevendosje leader Albin Kurti, and AAK Chairman Ramush Haradinaj.

Language preserved as a Chance for Co-operation

Contacters of political developments estimate that if the country goes to the polls, one of the few benefits may be precisely cleaning up this record.

Muhramiri says the current dictionary among political parties is increasingly turning them away from the possibility of co-operation.

There's no sense that this language gets so tough, if in the background they're talking about any coalition. However, in Kosovo politics, you never know”, Muhaxhiri says.

Krasniqi is on the same line. He says the divisive language has turned into a serious obstacle to building any kind of post-election co-operation.

The new elections could be forwarded to more contained political rhetoric and thus pave the way for a resumption of reports between parties, according to him.

“I believe that parties, with [premature] elections, more want to give a chance to co-operate. They have realised that, with the actual results, a single party cannot form [the government]. Of course they should have a broader compromise”, Krasniqi says.

Both analysts recall that without a compromise agreement leading to the constitutionalisation and then the distribution of the Parliament, early parliamentary elections are impossible to implement legally. /Periscopi
