The tender, announced on January 22nd 2025, initially envisioned accepting applications by March 3rd, but has been put off several times and, according to the recent announcement on the procurement platform, the new deadline is until 4 July. So far, according to MP Bajrami, five corrections of the tender documentation have been made.

KEK tender worth 137,330,000 Euro, without feasibility study
While the KEK blocks were miserable and for less than 10 months, according to KEK's own reports, we had six declines of blocks and 4 remones, tender saga “rehabilitation and Modernisation of the A3 TC Unit “K O SOVA A” in many of the 137,340,000 Euro runs from January 22nd, according to the latest announcement through July 4th, even though the apps were said to be accepted by March 3rd.
The main problem in this tender is KEK's lack of seriousness, given that 10% of the energy demand is generated precisely by unit A3.
Believe it or not this tender for “Rehesive and Modernizing A3 TC “K O SOVA A” is done through “Open procedure with negotiations” (see picture page 20 Pre-qualification Standard Document) and that's not the biggest problem here, the problem is to reason. The argument for this procedure is that KEK has this tender in many of the 137,330,000 Euros opened without doing feasibility study, that is. KEK has allocated the budget 137,330,000 Euros, but does not know what to do with winning the tender in the A3 unit. So what will be worked will depend on the company that wins the tender. The private economic operator tells KEK what it takes to work in the A3 unit to get “re yadheirector and modernisation”. This is not just conflict of interest, but it is malmanagement, misuse and opportunities for corruption.
Moreover, this tender has been opened in January, it has been filed five times so far, and except for the standard document for prefiling, there are other e-procure documents because there are no tender files, SEPSE as I said KEK doesn't know what to do in A3 unit, TC A.
So this tender is postponed several times, it's correct several times, there's no punishment for failure, and the tender is open by July 4th, where only 6 apps will be accepted and then I will win the tender, not the best one, but the one who's the most skilled in negotiations.
