According to Gazeta Metro sources, Interior Ministry Chief of Staff Life Tella-Shema is the daughter of Albin Kurti's aunt. So the lady in question has uncle's son in charge.
Of course, this seems to be political appointment, but it's also ironic considering the fact that Albin Kurti himself had campaigned against nepotism and elsewhere in the ministry.
Tela-Shema is MPB staff chief and constantly posts material for the ministry, as well as distributing posts of Albin Kurti.
