Auditor finds numerous violations in employment and payments at Hajrula Ceku Ministry

The results of auditing show a series of violations by this minister, both in the process of recruiting, respecting legal terms defined by UD, the process of giving and managing subsidies, delays in closing advantages and delays in paying bills.
Among other things, this auditing report shows that 153 consultants have been employed in the ministry and its subordinate institutions through contracts for “particular service”.
This, although these contracts are available only for temporary and professional commitments, in cases where domestic experts are missing.
In reality, these people were neither consultants nor extraordinary experts, but administration, legal, financial, archive officials, IT, drivers, historians, ethnologists, and others, who in any other institution would be recruited through a regular legal process.
According to the auditors, this practice has been made due to improper “checks and the correct non-application of legal requirements”. But in fact, this action directly violates the Law for Public Officials, paving the way for selective, non-transparent and potentially clientistic employment.
Minister Ceku, despite the fact that this scheme constitutes violations of the law, has agreed with the audience findings, but remains to be seen whether to face any institutional or political responsibilities.
ZKA recommends that the MKRS introduce these positions into the annual recruiting plan and immediately ban the use of procurement procedures for covering regular jobs.
This find is just one of many raising major doubts about how MKRS is managing personnel and public funds, and, more broadly, how through “consulents” the ranks of employment spent in the public sector are increasing.

The National Auditing Office has discovered another illegal practice within the Ministry of Culture, Youth and Sports (MKRS), led by Minister Hajrula Ceku. In the report published for 2024, it shows that the MKRS and its subordinate institutions have overlooked the legislative procedures of recruiting, appointing persons in public positions without competition and announcing contests contrary to regulations.
