Albanian police publish operational plan for Albania-Serbia match played tonight

State police, plan special measures for ensuring order and security before, during and after the end of the football match “Albania ) Serbia”, which will take place on June 7th 2025 at 20:45, at the “National Arena stadium”, Tirana.

Based on the positive experience of planning, organising and managing the situation of order and public security during international-sized activities, the State Police have drafted a specific action plan with concrete tasks for all police structures involved in this plan of measures. The plan for measures is predicted:

-Escorting and securing Serbia's team football players, from the airport in Rinas, to the hotel, to the stadium and back to Rinas;

-Escorting and securing Albanian team football players at the stadium;

- Keeping systemic checks in and out of the stadium, for unauthorized citizens, things and pyrotechnics, before the fans get in;

-The organisation of public order insurance services before, during and after the end of the football match, not only near the stadium, but also the control of territory throughout the city of Tirana;

-Security escape routes;

- Road traffic management in Tirana City, before, during and after the football match.

To ensure security before, during and after the development of this international match, it has been co-operating with all institutions that have a role in the prosperity of this event, namely with the Albanian Football Federation, UEFA, the Republican Guard, the Municipal Police, the Fire Service, private security companies (the officers and security personnel), hospitals, health centres and first aid centres.

Also, contacts have been established and co-operated with the security service staff of Serbia's football team, in the function of increasing security standards before, during and after the development of this international match.

For the success of this event, during June 7, 2025, between 1500 and the end of the match, by State Police, in co-operation with Tirana's Municipal Police, several vehicle driving restrictions will apply to several street axes in the vicinity of the stadium, namely:

“Country witnesses “, from the intersection of the Presidency to “Teresa “Square, path “pa John Pauli II”, “Rug Hima”, near the US Embassy, “Way “Skerdilajd Lagami”

Parking buses with local fans coming from Korca and Elbasan will take place in the local parking lot “Kalvin”, while autoves to the terminal near the town of “Student”

Parking buses coming from the north and south will take place at the “Terminal car processing plant” near the Kaza overpass, while autovetura at the parking lot near the sports palace “Asllan Russia”, in the underground parking lot at “Skender Behave”, as well as in the underground parking lot at “New Boulevard”, the former train station.

In the implementation of the measures plan, state police officers will exercise thorough control over fans, prior to the stadium's entry, with the aim of preventing entry into the stadium, racist-responsive banners, fireworks, flares, pyrotechnics, metal coins, umbrellas, lighters, cell phone clips, cosmetics and other tough items.

We also appeal to citizens not to raise fears on the security perimeter (about the “National Arena”) because they will fall, as state police will use anti-dronic equipment.

In this case, we inform Albanian and foreign citizens that based on the Criminal Code of the Republic of Albania, violent acts in sports activities, such as entering the playing field during the time of sports activity by unauthorised persons, constitute criminal offenses and fines between 50,000 and 100,000. When this work has prevented normal sports activity from developing, it is fined or imprisoned for up to three months.

Throwing strong items on the playing field or on people, holding or using pyrotechnics, fireworks, flares, during the development of sports activity, is sentenced to imprisonment of six months to three years.

Albanian criminal legislation considers it a criminal offence, a crackdown or any other act of violence, against sportsman, coach, referee, sports mediator, due to sporting activity, and sentenced them to imprisonment from one to three years. This work, when done in sports venues, more than once, or by directors or members of sports clubs, is sentenced to imprisonment from one to five years.

We seek the understanding of the fans to appear at the stadium's entrance at 6:00, as the influx of fans could miss the opportunity to enter the stadium shortly before the start of the match.

We also appeal to fans and sports lovers not to publish purchased tickets on social networks, since they may duplication the law. Every ticket is equipped with jokes, it's personal and it should be kept only by the citizen who owns it, who will in the order will pass by alone, to check the barcode from the device that automatically records any attempt to enter on counterfeit or duplicate tickets.

We inform you that duplication/compliance of the ticket is considered falsification and fraud, works which are punished by the Criminal Code of the Republic of Albania.

For the prosperity of this sports activity, the State Police have hired hundreds of police officers who will ensure order and public security, and will offer assistance and information, in case of need, so that this activity can be closed without incident in the interest of the country's image.
