Abraham: Finance Ministry is hindering municipalities from implementing projects for the benefit of citizens

The Kosovo Communists association (AKK) has reacted sharply to a recent request by the Ministry of Finance, Labour and Transfers (MFPT), which has urged municipalities to stop municipal property assessment processes for exchange purposes during the election period.
This requirement is unacceptable, arbitrary and unbased in any legal provision. Property assessment constitutes a technical and feasibility process, which has no decision-making character and is not influenced by the legal restrictions that apply following the proclamation of elections for the political decisions of the Communist countries.
The MPPT, through this unreasonable intervention, is directly violating functional autonomy and legally guaranteed competencies of local government, creating bureaucratic barriers and deliberate delays that could paralyse municipal development for a period that runs through March 2026.
This approach constitutes violations of decentralisation principles, undermines public interest and undermines preparation work for important projects in behalf of citizens, which depend on property exchange and finalisation of technical documentation. The municipalities cannot be penalised because of the election campaign, when their work is in operation to improve citizens' lives.
AKK wants MPT to:
- He immediately withdraws this illegal request and bans any attempts at intervention in the administrative processes of municipalities;
- Respect the Constitution and the laws in power, guaranteeing the functional competencies of the local government;
- Do not impede the legitimate and professional work of municipal administrations through political interpretations or unilateral actions.
