The Kumanovo Agreement, between NATO and the RFJ, signed on 9 June 1999, came into force on 11 June 1999. Michael Jackson, KFOR's first commander in Kosovo, and former Serbian Army Chief of Staff General Nebojsa Pavkovic, Hague war crimes indictee and genocide, signed it.
