The constitution of Kosovo, which went into effect 120 days after the February 17th 2008 declaration of independence, describes the country as a secular state with a multiethnic society made up of Albanians and other communities.
With the constitution's entry into force on 15 June 2008, implementation of the Martti Ahtisaari Plan, former UN chief negotiator, who envisions guaranteed rights for communities and democratic functioning of institutions, began.
During this period, Kosovo institutions had prepared and adopted over 40 laws stemming from this package, laying the foundation for a new constitutional order and institutional functionality./Periscopi/
