Secretary of National Security Kristi Noem wrote to the X that the administration had revoted “the measurement of Harvard's Student Programme and Ministers Exchange” as a result of their failure to abide by the law.

The university says there are 9,970 people in its international academic population and data show that 6,793 international students make up 27.2% of those registered in the 2024-25 academic year.
Harvard quickly condemned this action as the illegal “” in a statement Thursday, adding that it is “fully committed to maintaining Harvard's ability to host international students and researchers, who come from more than 140 countries and enrich the University CE and this nation without measure”.
