Germany's conservative leader fell suddenly from the numbers needed to form a majority in parliament to become Chancellor, reports Express, broadcast Periscope.
Friedrich Merz needed 316 votes in Bundestag with 630 seats, but secured only 310.
His centre-left coalition has many seats in parliament, but it appears that 18 MPs who are expected to support it disagree. Merz's failure in the first vote is seen as unprecedented in modern German history.
