At the University Clinical Centre in Kosovo (QKUK), a serious violation is allegedly taking place, where contests are being announced twice, adapting the conditions to favoured candidates. This is happening exactly at the Director's competition at the Clinic of Pediatrics, where candidate Alije Keka-Sylaj is trying to get elected at the top of this rocket, although the same was rejected in the first competition, writes Periscope.
The recruiting process for the position of CKUK's Clinic Director has raised doubts following unexpected changes in the selection criteria between two successive contests.
The first contest, announced on November 22nd, 2024, clearly stresses that candidates witness managerial experience through the Pension Trust for a period of three years. This criterion was considered essential and led to the expulsion of several candidates who failed to meet that requirement.

And in the first competition for the post of “Director at the Clinic of Pediatric”, candidate Alije Kekaj- Sylaj had not met the criteria.
Periscop has also secured the verdict, which says Kekay- Sylaj has failed to meet the competition criteria that there must be six years of professional work and at least three years of management work.
After reviewing the QKUK personnel sector file, it has found that the secretary's position in question is not a managerial position, so the candidate fails to meet the criteria for the Paddy Clinic Director's competition, as well as cancel the written test held on 1401.2025”, state intermediately in the decision argument.

However, on March 20, 2025, in the second competition declared for the same position, the criterion for evidence of management experience from the Trust had been removed.
As a result, candidate Alija Keka-Sylaj, who had previously been expelled, was involved in the second phase of the assessment (reading in writing), although there is no evidence of a change of the actual situation that would justify her qualifications within such a short period of time.



All this has raised concerns about the possibility of equal treatment of candidates, as well as lack of transparency in rationalising the changes in the criteria. / P ERISCOPI/
