Prosecution File: That's how driver driver driver of autoschools and examiners gets his license

During a police operation in Pristina, Gjilan and Gjakova, police on Thursday arrested 11 suspects for patent abuses. The prosecution has requested detention for 10 of them, broadcasts Periscope.
The “Justice Vow” has secured the Prosecutor's File, which was set before Friday, until the Constitutional Court in Pristina is held hearings for the appointment of a security measure.
According to the prosecution, Drilon Ahmeti, Ekrem Ahmeti and Emesh Ahmeti, during 2024 and May 28th 2025, in Pristina and Viti-Gnjilan, Drilon and Ekrem Ahmeti (babe and son) owners of the car “Drilon” Shrik and “Dirlon” in the year, in co-ordination with defendant Emsh Ahmeti, to equip directly or indirectly with drivers' license have demanded and accepted money at the value of 600 euros from the candidate for a driver's license -- now E.K., with the promise they are able to exercise direct influence on the driver's license co-ordinator in Gjilan yet defendant Avni Abdel.
With this, the defendants are suspected to have committed criminal work “influence enforcement” by Article 424, par.1 and 2 of the Criminal Code, regarding Article 31.
At the second point of the request, defendant Drilon Ahmeti is suspected that from December 18th to December 28th 2024, the owner of the car “Drilon”, contrary to the legislation in power, has enabled different persons/cadidas to be equipped with driver licenses without being able to do so, and they have done so by taking money from candidates.
It says that some of that money has been given to the examiners/forests to pass on to the appointed candidates. The defendant Drillon, without even being present (without being present in the car) and being aware that the candidate at that time was not in Kosovo, registered his driver's license and completed the file with false signatures that the candidate had heard the lectures and also signed for candidates as having performed practical driving hours.
With that, Drilon Ahmeti allegedly committed criminal work “The special cases of counterfeiting documents” by Article 391, par.1, Penal Code 1.1 points.
Defendant Emesh Ahmeti is suspected that during 2024 until May 28, 2025, in Pristina and Gjilan, he has allegedly helped his family (Ekremin-son of his brother) to take jobs at the “Drilon” KPS and “Dirlon”- in the year, so that candidate E.K., and other drivers' candidates, pass the theoretical and practical test by giving money to the driver's license co-ordinator in Gjilan, defendants Avni Abduliti.
Drilon Ahmeti, Ekrem Ahmeti and Ems Ahmeti are suspected that during 2024 until May 28th 2025 in Pristina and Gjilan, in co-ordination, they give money to the official person not to comply with his duty, respectively, co-ordinators Avni Abdejni, so that driver's patent candidates will give the theoretical and practical test by giving bribes.
Avni Abdely allegedly claimed that during 2024 until May 28, 2024, in the quality of the driver's license co-ordinator in Gjilan, deliberately and using official duty, he has accepted bribes from defendants Drilon, Ekrem and Emesh Ahmeti, enabling candidates to obtain a driver's license in exchange for receiving money.
Avni Abyli is suspected that during 2024 until May 28, 2025, in the quality of the driver's license co-ordinator in Gjilan, contrary to the directly and indirectly driving license Law, he requires and accepts a gift, money for himself, so that he can enable candidates to give the theoretical and practical driving test in exchange for bribery/money.
According to the prosecution, he has accepted money from defendants Drilon Ahmeti, Ekrem Ahmeti and Ems Ahmeti to transfer candidate E.K., and other candidates to the theoretical test, while for the practical part he has promised to help him when he is appointed the term by the competent body.
The defendants, on the other hand, Naim Murseli and Afrem Tocani, are suspected that during 2024 to May 28, 2025, defendant Murseli, the owner of the car “Naim” in Podujevo, in co-ordination with defendant Tocani to equip candidates with driver's license have acted contrary to the patent law.
Specifically, it is said that directly or indirectly they have requested and accepted money from the N.N. people, with the promise that they are able to prepare documentation at the Medical Centre (X) and the Auto Candidate School “NATION” as well as direct influence on the decision-making of the official person, competent for the driver's license in Podujevo.
Africa Tocani is suspected that during the year 2024 until the arrest date, in the quality of the official person at MMPHI, using official duty or authority exceeds his competencies in order to benefit either himself or the other person.
“As he used authority and helped the owner of the car “Nimi”, defendant Naim Murseli take advantage of his Auto school in Podujevo, so that patent candidates pass the theoretical and practical test contrary to the driver's license law, asking for money from driver's license candidates and advising them that, you must hand it over to NN. The official driver's license in Podujevo in exchange for passing the test”, the Prosecution Bureau says.
Africa Tocani and Naim Murseli are also suspected that in the same period in co-ordination, they directly and indirectly give money to the NN. The official driver's license official in Podujevo who does not comply with official duty so that patent candidates can give the theoretical and practical test by bribing.
For the same period, according to the 10th point of the Prosecutor's Office in Pristina and Gjakova, defendant Sabri Arifaj, as owner of the “car. KADER” in Gjakova directly or indirectly gives to examiners so that driver's patent candidates give the theoretical and practical test.
Arifaj is also suspected of illegal possession of weapons, so that during the control of the Kosovo Police in his motorcade, the defendant has been found a short weapon, which is not known how long he owns it.
On the other hand, Sadri Sutaj, allegedly in the quality of the examiner for a driver's license in Gjakova, deliberately using official duty and official authority in exchange for bribery, has enabled 52 automotive candidates “Kader” in Gjakova to pass the test, guiding and showing questions and answering the driver's license, reports <x2Bendering for Justice<3>.
Kamer Shabanaj is suspected that in the quality of the co-ordinator of the Centre for a driver's license in Gjakova, exploiting duty or official authority exceeds his competencies in order to benefit whatever benefits for himself or the other person.
According to the prosecution, Shabanaj has accepted specific amounts of money from autoschool candidates “Kader”, so he has instructed the examiner which candidates should pass the theoretical and practical test, and looking for account from the examiner éminator Sadri Sutaj about why one candidate of the Autocle “Calder<3> has passed the theory test and not.
The defendant Leutrim Abdel, at the 14th point, reportedly in the quality of the examiner at MMPHI, using official authority exceeded his competencies in order to benefit himself or the other person, so he promised and helped the candidates pass the practical driver's license test and has done so in exchange for monetary means in various amounts.
Also, he allegedly accepted money from a potential candidate for obtaining a driver's license from the “D” category. According to the prosecution, this is saying that if he is interested in being equipped with this patent category, he could do the same if he gave the amount of 600 euros.
In reasoning with the request, the prosecution points out that based on evidence provided during the preliminary investigation through specific investigative measures, it considers there is a suspicion that on the day, the country and the time cited in the demand device, the defendants have committed the criminal acts they are suspected of.
The prosecution estimates that legal conditions for the appointment of the detention measure have been met: the risk of escape, annihilation, hiding or changing evidence, the impact on witnesses, the impact on the injured or other co-members, the burden of criminal work, the ways and circumstances in which the work has been carried out. /Betimy for Justice
