The Kosovo Assembly, yesterday, has announced the continuation of the constitutional session, which will be held today by 10:00.
Following the approval of the commission's report to verify quorum and mandates, the constitutionalisation process has stalled in the election of the Speaker of the Parliament. Vetevendosje has proposed several times Albulen Haxhiu for the post, but it has managed to get the 61 votes needed to be elected. So far, the highest number of votes for Hadziu has been 57, while at the last session (March), Haxhiu received only 54 votes.
During all this time, opposition parties have asked the VV to change the candidate, saying Haxhiu is a divisive figure. While the PDK and AAK have openly expressed themselves against its candidacy, the LDK has indicated it will not support any VV candidate.
In an effort to find a solution, Vetevendosje leader Albin Kurti, has invited the LDK and PDK chairman to a meeting on 1 May, shortly before the session was held.
“Based on the Constitution, three vice-presidents will be among the three parties that won the most seats, so I invite you to a joint meeting with Mr. Memli Krasniqi, the PDK chairman, in the N-204 Hall of the Republic of Kosovo Assembly tomorrow ( Thursday), May 1, 2025, at 8:30”, wrote Kurti in his letter.
He added: "In hopes of positive responses, I welcome you. ”
However, the LDK's response has been controversial. The party's chief of deputies, Hykmette Bajrami, has declared they will not attend this meeting.

“However, neither Mayor Abdixhiku nor anyone from the Democratic League of Kosovo will attend this meeting. The position of deputy head of the Parliament belonging to the Democratic League of Kosovo is based on the election result, and is not a discussion with any other party. Furthermore, vice-presidents are voted in packages from the Parliament, according to the current practice”, Bajrami has said.
Meanwhile, the chairman of PDK, Memli Krasniqi, has said it will go to the meeting called yesterday by Albin Kurti.
“Deeply believing that the Republic of Kosovo is in urgent need of institutional unblockment and of restoring the regular functioning of the highest legislative institution, as well as of opening up the constitutional deadlines for establishing the Government, will respond positively to this invitation for the” meeting, Krasniqi has written on the Facebook.
Without the constitutionalisation of the Parliament, the formation of the new government cannot begin. Vetevendosje, which has 48 seats out of the 120th Kosovo Assembly, needs at least 61 votes to elect the Speaker of the Parliament and then form the executive.
Meanwhile, the European Union has called for Kosovo to complete this process as soon as possible and establish new institutions.
