The Kosovo Communists Association (AKK) has called on central institutions to proceed urgently with decision-making at the Grant Commission and send the First World Circle to the country's municipalities within the legal deadline, which is May 15th.
According to the Ministry of Finance, the delay in KAS' approval is due to the lack of a Special Grant Commission member, the chairman of the Parliamentary Commission for Boards and Finances because of Kosovo's non-compliance.
However, that is why it has been rejected by AKK executive director Sahan Ibrahimi.
The Grant Commission is made up of nine members and the absence of one does not block its functioning. Moreover, There's no need for a vote in the House. It's only for information. The process can and should be continued”, Ibrahim declared for the Tnasmeton telegram Periscope.
He warned that this situation risks seriously damaging the budgetary process at the local level, as without the KAS, the First Business Circle ) cannot be prepared to guide municipalities for drafting the next year's budget. Delays at this stage, according to him, risk disrupting the entire budget cycle, affecting institutional transparency and limiting civic involvement in the planning process.
“Taking into account that 2025 is also an election year at the municipal level, it is vital that central institutions act without delay”, the AKK chairman stressed.
