Maliqi has a proposal for Vjosa Osmani on how to unblock the Assembly

The philosopher and publicist Shkelzen Maliqi in his reading of the constitutional role of Kosovo's president believes Vjosa Osmani can take an interesting step towards unlocking the Kosovo Assembly. According to him, Kosovo President Vjosa Osmani can propose that Vetevendosje decide [...]
According to him, Kosovo President Vjosa Osmani, even without waiting for the Constitutional Court to act, can propose that Vetevendosje be placed before three names proposed for the Speaker of the Parliament.
“If neither of these candidates takes a low vote at 61, the vote is repeated with two candidates getting the most votes. In the repeated vote for two candidates, if no candidate again wins 61 votes, the candidate who has received the most votes would have to be elected to the chairman, as well as in other cases of equal score 59:59 etc., because in a single version when the vote was split 60 to 60, it would have to be repeated if the vote was to be used if it was used, as well as in other cases of equal outcome, because those who abst or scurry the election, remain responsible for the driver, cannot block the constitution. This approach is more democratic because MPs really choose the mayor, it is not imposed on only one candidate”, Maliqi said, Periscope.

A Proposal for the Assembly Distleaf
According to Republic Constitution
Kosovo's “Presidentship has a key role in ensuring democratic functioning of institutions and representation of the state, but executive power lies mainly in the hands of the Government. ”
According to this wording, it has the right and the task to take even an electronic measure that Qavitia has, but it is not to be taken exclusively, but basically, what it means is that it might be the presis in the case when it has to ensure the functionality of institutions, what we currently have when a higher instance should propose solutions to the detangle of the constitution's concession.
So, I think that President Osmani, without expecting the Constitutional Court's opinion, may require, as guarantor of the functioning of institutions, that the Party, which has mostly MPs to propose not one but three candidates from its ranks for the parliamentary chief position.
If neither of these candidates gets a low vote of 61, the vote is repeated with two candidates getting the most votes.
This approach is more democratic because MPs really choose the mayor, not only one candidate being imposed.
President may propose any other option for descalade
It shouldn't have been a stencil vent.
