Selvije Kurti of the Kosovar Institute for Democracy has said the Kosovo government, respectively, owes public opinion to clarify why specifically it is rejected by the grant donors of performance, as municipalities have developed projects to benefit from this fund.
She explains there are municipalities that are consistently committed to taking advantage of these types of funds, but others that have neglected it.
However, the main problem, according to Kurti, lies in the lack of adequate communication between municipalities and the government.
“During this governing mandate has lacked communication and dialogue between municipalities and the government, which has resulted from political composition. For the first time, we have a huge distinction between a party leading the government and having very few municipalities at the local level, while the majority of municipalities are led by parties so far by opposition. This distinction has been reflected greatly in co-operation between government and municipalities which, in fact, would not have to happen because everyone is on duty to serve citizens. There has been no willingness or will from the side of the government to deal with municipal problems. For example, we have been dealing with the collective contract for three years, and we have no readiness, nor will by the government to resolve the matter”, Kurti said.
