The Kosovo Democratic Institute (KDI), as a civil society organisation that closely monitors the work of the Assembly and promotes transparency, accountability and democratic standards in decision making, expresses deep concern about the way the voting is conducted during today's continuation of the constitutional session.
The change in the way of voting in the middle of the session, arbitraryly by the leader and without basis in the Parliament's Labour Rule, constitutes violations of the procedural principles and a dangerous precedent for the functioning of the Parliament. The move not only conflicts with the standards of a democratic legislature but also undermines public confidence in orderliness and integrity of parliamentary processes.
Any attempt to change the rules during the game especially when it comes to the function of internal political calculations severely undermines the authority of the Parliament.
KDI invites the chairman of the session, Mr. Dehari, and all MPs, and in particular the parliamentary group of Vetevendosje Movement, to respect the procedural standards set out in the regulation and to act in line with the norms of institutional and political responsibility that the representative requires.
