“The most harmful agreement” : PDK reacts to scandal at the Peci Ministry with the animal waste processing plant

After several Periscop reports, the Democratic Party of Kosovo has reacted today.

PDK chief member Naim Ismajli has denounced the million scandal of Agriculture Minister Faton Peci, who without public auction has leased public property to rent, animal waste facility, company “LEP KS & IT SH. P. K” for 20 years.

Ismajli, at a news conference, accused Minister Peci of violating the Public Property Law, where it is envisioned that public property be rented only by public auction and that not for more than 15 years, except when the decision is made in the Assembly.

The Ministry of Agriculture, under the direction of Minister Faton Peci, and with the approval of Prime Minister Albin Kurti, has finalised one of the most harmful and scandalous agreements for public interest, renting a public facility worth over 10m euros for just 30 thousand euros a year, in a 20-year period, while the profitable company benefits subsidies over 3.2m euros in the year<1>, he said.

Furthermore, according to Ishmael, the beneficiary company was registered only five days after the announcement and did not meet any of the legal criteria for the technical and financial experience required in the notification document, as well as its owner is linked to three other companies without any experience in processing animal by products.

“The company has been rewarded with the public plant with all modern equipment, 6 large trucks, generators, gas tanks etc, annual subsidies of 3.2m euros, guaranteed without competition, for 20 years, total 64m euros in public money. All of this has been accomplished without respect either Administrative Guide No.04/2025, Article 15 points 2, which regulates subvention for the processing of animal byproducts and regulation (QRK) No. 032025 for renting public property, where describing property, initial price, participation criteria and transparency in the declaration” is required, he announced.

Ishmael said this is another case when Kurti Government has put public wealth in service of privileged minority.

Prime Minister Kurti has legitimised a completely illegal process with his decision on 09.01.2025 (Nr. 01242, which has only legalized a previously prepared agreement in violation of the law, placing itself in the role of supporter of an agreement that is legally invalid under Article 17 paragraph 8 of the Law on Public Property”, he said.

The PDK seeks from competent bodies the investigation of Minister Peci and AUV officials for involvement in abuse of office and misuse of public property, as well as the immediate abolition of the contract and the return of public property under legitimate management.

“This is no longer just administrative disabilities, mismanagement and misuse of official duty, this is organised robbery and clear capture of the state in favour of a small group with suspicious links”, Ismajli stressed.
