According to GLPS, out of 76 decisions made during February 9th, March 27, 13 exceed the competencies of a outgoing government, including appointments in public positions and adoption of strategic documents. Likewise, GLPS criticises the participation of certified officials as deputies at government meetings following the Certificate of results from the CEC on 27 March, which they claim constitutes violations of Article 72 of the Constitution.
The GLPS calls on institutions to respect the government's legal restrictions on the evacuation and that any future decision be made only by a legitimate component of the executive.
Likewise, G The LPS as illegal also considers decisions the outgoing Government has made regarding the adoption of concepts and strategies, such as: Strategic document and Action Plan for Intervention in Early Childhood . NFH (early Child Intervention-Eci) 2025-2030, concept-document for Plant Health, concept-document for Organic Agriculture, etc.
While, as of March 27, 2025, when contrary to the Constitution, the Central Election Commission (KQZ) has certified officials with executive office as IX legislature deputies, the same being using the anti-unconstitutional mandate as executive and simultaneously certified officials as MPs have participated and voted at the next three meeting executive.
A total of 17 decisions have been made at these meetings, by a cabinet that, in its composition, had prime ministers and ministers that, contrary to Article 72 of the Constitution, have been presented and were part of decision-making. Consequently, this means that each one of these decisions is illegal because it is taken from an executive compound contrary to the highest legal act.
In this situation with the composition of this government cabinet, G The LPS recommends that no more decisions be made which conflict with the Law and the Constitution of Kosovo. Given the government's restrictions on evacuation, we recommend that each successive decision be made in a legitimate composition. /Periscope/
