Dyosh in her reaction, wrote that the Ministry of Culture, Youth and Sports has not prosecuted this issue as required by the Law, not specifying the perimeter of the protection zone for assets, and asking the MKRS to disinform public opinion.
The former deputate, has stated how much the MKRS minister had been committed to the Pristina Historical Centre, to whom the status sites belonging, thus adding in 2020 to the list of heritage under temporary new assets, where the Regional Centre for Cultural Heritage in Pristina has proposed for Protection “Pristina Historical Centre”, which is cultural heritage assets.
However, Dumosh has added that the Regional Centre for Cultural Heritage in Pristina has not carried out its duty, and that cultural heritage objects included in the Heritage List are registered in the cadastral Agency and Kosovo's geodes.
Recent”Days The Ministry of Culture is abusing my name in the case of bans on works in the Pristina municipality. For the sake of truth, I am informing the public's opinion of how much I was director of the Directorate for Culture, Youth and Sports of the Pristina municipality from 2010 to 2013, this director has for the first time taken a series of measures and actions to include the capital's strategic cultural identity -- the Historical Centre of Pristina, with assets important like the Watchtower of Sahat, the Hamam of Pristina, the Chashire Mosque, as of importance, and to invest in these assets. At the same time, it has been acted on their preservation and protection through municipal documents such as PLANIZVILOR KOMUNAL 2012-2022.
This was not done by the Ministry of Culture, Youth and Sports since 1999 for the Pristina Historical Centre (more QHP).
Later, in the quality of the Minister of Culture in the Government of the Republic of Kosovo, government Kurti I, (not as the atrophed minister of “LDK's”, since I haven't directed the LDK ministry but the Ministry of the Republic of Kosovo) in accordance with the mandate and legal obligation, I am committed to the Pristina Historical Centre, giving them their status, even though 20 years had passed.
Thus, based on Law No.02/L-088 for Cultural Heritage, in accordance with articles 3 and 4, the list of heritage under temporary protection ʹ in 2020 has been added to new assets from the public cultural heritage institutions, where the Regional Centre for Cultural Heritage in Pristina has, among other things, proposed for protection of the Pristina Historical Centre “, which is cultural heritage assets with unique numbers in the 3998 database, including under protection from seeing its historic importance.
As minister of Culture, I have said yes to the QHP proposal and inclusion for granting status assets under state protection, but the Regional Centre for Cultural Heritage in Pristina has not secured the perimeter and protection zone for this asset, and it turns out it has not done today since October 12th 2020, which is clearly seen by the State Geoport Kosova portal yet.
(May 1st 2025) The Regional Centre for Cultural Heritage in Pristina has not carried out its duty to make it part of the Cadastral Register, as imposed on law No.02/ L-088, respectively, Article 4 . defense and legal measures, paragraph 4.6.
Cultural heritage objects included in the Heritage List, under temporary or permanent protection, are registered at the cadastral Agency and Kosovo's geodes, both at both levels; central and local.
Therefore, even in spite of my commitment, whether in the Comuna or later in the ministry to be included under protection at the Pristina Historical Centre, it turns out that the Ministry of Culture, Youth and Sports has not prosecuted this issue as required by the Law, so it has not determined the perimeter of the protection zone for this asset.
I invite the MKRS not to disinform public opinion, as the situation and documents speak that it itself has not done the job of defining the perimeter, as required by law. Meanwhile, during square work, preserve historical space”, Dumosh wrote.
