According to the Special Court, the Tirana Prosecutor had come out of its jurisdiction by investigating Russian Vladislav Urbane's case and that the investigation against him on the “prosecution for carrying out terrorist criminal acts with a view to” should have been recorded in the SPAK.
The threatening message of 44-year-old Urban was sent by Greece to two e-mail addresses of the operations manager's office in Rinas in February 2023, broadcast Periscope.
In the court ruling, provided by A2 CNN, clears up the content of the message, where the Russian not only threatens the explosion of a bomb if the Albanian government does not recognise Kosovo as Serb, but claims the hostage of two Albanians.
Hello. My name is Vladislav Urbane. If you're reading this message, there's a bomb in your house. You must ask your government to recognise Kosovo as a Serb so that the bomb does not explode. And to do as I said, I've captured two Albanian citizens and I'm keeping them in my home in Greece in Nei Epivates, A... if you don't respect them, they'll be in big trouble. You have 48 hours to save many Albanian lives, writes A2 CNN.
“ZVCosovo is Srbia”. The investigation launched by the Tirana Prosecutor after the case-of-terror reference and the review of the sender's post revealed that the author of the text was Vladislav Urban, born in Moscow, Russia and resident of Thessaloniki, Greece. Through co-operation with the Greek side, it has been taught that the 44-year-old man lives alone at the address stated in the email, that he suffers from mental health problems and that he is treated with psychiatric treatment. From the verifications made in his apartment it turned out that he had never taken a hostage. Russia, however, had previous precedents in threats of terrorist nature to e - mail.
In January 2023 he sent mails to Athens Airport and to a hospital in Greece with content “I am a Taliban, and in the name of Allah I will kill Greek”. From verifications to TIMS, it has resulted in Vladislav Urbane having no access to Albanian territory, while a security measure “arrest in prison” has been set aside in absentia.
In the preliminary review at the Special Court, Judge Rudina Palloi argued that the criminal act Russia has been investigated for is the exclusive competence of the SPAK. In this way, the court found absolute inadequacy in demanding Tirana's Prosecution and passed the file to the SPAK following the investigation.
