According to Eurostat's latest data, which refers to 2023 data, the level of 181.7 prisoners for 100,000 residents is considerably higher than the European Union average, which was 111.4 prisoners. The high number of prisoners has subsequently led to the suffering institutions of congested punishment, in relation to most of Europe.

Softa describes discussions between Albania and several Western countries as disturbing trends for transferring prisoners to serve sentence on Albanian territory. Procrastination of court processes is another aspect that affects overload in prisons.
“Acceleration of these procedures is a solution, but other alternative security measures for actions that have no high risk of”, Softa said.
Softa says that creating conditions for operating open prisons is another option that serves to reduce the burden in the prison's suffering institutions. /rtsh
