ZERE's decision to compensation citizens is blocked by KEDS

Halit Behrani, a human rights activist, calls it discrimination, not only the equivalent of consumers in Kosovo for energy, but also the non-compensation of citizens who were forced to pay for another portion they have not paid since 1998.
This is more than discrimination. It had to happen from the beginning as we paid and not go to court. But they have privileged (Serbian consumers)”, Behrani told Kosovo Radio.
A year after implementing the Energy Regulatory Office's decision to compensate citizens in return of more than 41m euros, the Ombudsman, who had initiated this process in court, has again urged its implementation.
Petit Colak, from the ombudsman's Office, says the Energy Regulatory Office should repair this discrimination of citizens.
“On March 28, the Lawyer has made another request Z The RRE for compensation, because this kind of fattification was a violation of the law on protection from discrimination, any delay poses violations”, Colak told Kosovo Radio, broadcast Periscope
In 2018, a decision by the Constitutional Court ordered that electricity consumers in Kosovo be compensated for covering the bills of four Serb majority municipalities, where consumers had not paid for electricity since the 1998-99 war.
The head of the ERE board, Ymer Feyzojundu, has told Kosovo Radio that implementing this decision will be a complicated and more difficult process of finding means for compensation.
“Based on Constitutional Court ruling, Z The RRE has made the decision for compensation, but there are other mechanisms that may force KEDS to violently take over this decision”, Fyzullahu has said.
Seven years later, waiting for compensation continues, as the ZERE ruling has again been blocked in court by the private distribution and power supply company (KEDS), arguing it was not a party to the dispute between the ombudsman and the ZRRE for the compensation of consumers.
KED spokesman Lulzim Krasniqi has told Kosovo Radio that the company, based on the legal framework, has suspended this decision until the court decides on the case.
In the majority Serb municipalities in northern Kosovo, where residents have not been billed for the energy they use since 1999, due to Serbia's continued security and influence, there is still a problem of billing and running energy spending.
In 2022, based on an agreement in Brussels, Kosovo authorities licensed the company “Electricity”, to fatten and register the current in the north, but officials in this company have told Radio Kosovo that the actual injection is only about 10 percent.
According to government data, the value of unpaid electricity since 1999 is about 320m euros.
