In a response to Periscope, the Ministry of Finance has clarified that budget organisations are tasked with preparing the salary lists, but this dare not push the approved budget when they approve additional additions to the base wage.
“The Ministry of Finance, Labour and Transfers (MFPT) expresses its understanding of the concerns raised over the execution of salaries and additions. The responsibility on preparing salary lists, while also ensuring that the amount ordered for payment is within budgetary limits adopted in the Law for Budgetary Divisions, belongs to each relevant budget organisation. The Ministry of Finance, Labour and Transfers, respectively, ensures that the amount is in line with the budgetary division, and makes the payment processing through individual accounts. While it is up to relevant budget organisations to plan the annual budget per month, and to make sure they have enough budgets when they approve additional additions on the” base wage, the Ministry's response said.
Stressing that this month organisations have surpassed the budgetary gap, the ministry has called on them to make sure they are within the budget and the same situation does not repeat the following months.
Any overlap of the proportional monthly budget division could result in situations where complete execution cannot be made. MPPT, namely, has long announced budgetary organisations to make sure they are within the budget. The MPPT once again expresses readiness to provide support to all budgetary organisations for them to make proper and precise planning, each time in accordance with legislation in force, so that this situation for the following months can be overcome and the work can be compensated for for all those who have worked”, it is said further in response to the Ministry of Finance.
We remember that the Kosovo Police Union was the first to react for failing to execute additional additions and hours for police officials.
The Kosovo Police General “will follow this issue closely and will not be silent until the full payment of all unpaid compensation is realised. We will continue to protect the rights of police officials and seek quick and sustainable solutions to the issue”, the union community said among other things.
