A scandalous statement: Close to $1 million went waste, instead of the AUV medicine that bought a lice drug

A contract weighing 886 thousand and 250 euros connected by the Food and Veterinary Agency (AUV) on July 18th 2024 with several economic operators, destined for animal respelling and farm densification by Crime-Congo Health Disease, is emerging as fraud.

But all these villages, sheep, goats, cattle, it turns out that they have not been compiled, nor disinfected, with their ransom against the ticks, but against the lice. The effect is zero on farms, but the risk to people's health has increased.

During an internal auditing process, it turns out that the preparat used by Deltanyl is not allowed for use in goats, while its efficiency for cattle is limited only to lice and flies, but not to ticks.

The auditing office at the Food and Veterinary Agency has gone a step further to verify this advance and its efficiency in the degradation of farms, so as not to let the dilemmas of fraud that economic operators have made to the state. Official documentation denies the contents of the contract between the Food Agency and the Economic Operators weighing close to 900 thousand euros.

The preparat, which is required in the contract for the disposal of domestic animals, is required to be effective in preventing domestic livestock, or animals on farms, cattle, sheep and goats. During the auditing process, an examination has been made of the preparat file, which is being applied to implement this project. During research into creditable international institutions for veterinary medicine products, including the Veterinary Medicine Division within the European Medical Agency and after a professional opinion by the Property and Medicine Sector within AUV, it has been found that the Delta Force is applicable to treat and parading by lice and flies, sheep and Dogs is used for treatment by lice, flies and ticks. The goat is not applicable. After analyzing these documents, it has been concluded that the Deltanill advance does not meet the criteria for use under the contract signed, respectively, Article 1118x1>, reportedly in the internal audit reporting that Periscopi provided.

This money used by economic operators has made the contract subsequently ineffective by not eliminating the risk of Crimean-Congo Hemoragic Disease, but at risk of urban health.

The auditing report on these findings has also been reported to the head of the Ministry of Agriculture, Faton Peci, and head head of the Food and Veterinary Agency, where it is recommended that they take legal measures for economic operators, who have seriously endangered the health of citizens and to require damage to the institution.

We propose these recommendations: To analyze the legal possibilities in order for the project to be implemented in full and to give the necessary effects on addressing a serious problem such as the Hemorological-Crimatry Ets Congo, which pose a serious threat to public health. Since the payments have only now been paid on the basis of this AUV contract must take all legal measures and actions for reprobation. Agriculture Minister Faton Peci was out on the ground on August 4th of 2024 to see the process of disinfecting animal farms against Crimean-Congo Hemorgic Ethet in Malisheva, Rahovec, Kline and Suhareka municipalities. He was ensuring that the money being used was in order, believing that the work was being done well and the health of the citizens was being protected, but the opposite was actually happening. Neither the health of the citizens nor the animals was being protected but was in danger. Peci had no idea that the disinfectation of these farms was being done with the anti-vic and flies advance, not the ticks, as the company had won the tender. The scandal was reported by the end of 2024 through an internal audit report.

Peci in August 2024 was making sure that the preparat being used is safe for animals, but ironically, that's what the preparat turned out to be.

“The preferred used is safe for animals, and field teams are professional. AUV and municipal inspectors will monitor and facilitate campaign implementation”, the minister wrote.

Picking ticks mainly in the Malisheva area has often been fatal. 11 people died of being bitten in 2013 as a result of hemorrhagic fever. Over the years, the number of infected has declined as well as deaths. The last fatality case was recorded in Malisheva in 2020.
